"Taoiseach" (pronounced "tee-shach") is the title of Prime Minister of the Republic of Ireland. Curently (2001) it is Bertie Ahern of the Fianna Fail party.
Here is a list of all Irish heads of governments since independence. Before 1937 the title was "President of the Executive Council", since 1932 it has been "Taoiseach".
